Senior Human Resource Officer - Training and Development

Applications are invited from nationals of Trinidad and Tobago to fill the vacant position of "Senior Human Resource Officer - Training & Development" in the Human Resource/Industrial Relations Department at the Point Lisas Industrial Port Development Corporation Limited (PLIPDECO).

KEY DUTIES & RESPONSIBILITIES:

  • Confers with Management and conducts surveys to identify the organization's and employees' training needs based on job analysis, appraisal systems and regular consultations with Management, and establishes a Training Strategy for the Corporation.
  • Works with Management to determine skills gaps in various functions of port workers and identifies and develops or sources the required training.
  • Through internal assessments and working with external training agencies ensures that employees acquire certification in the various skills areas.
  • Plans, develops and provides training and development programmes, using knowledge of the effectiveness of methods such as pilot runs, classroom training, demonstrations, on-the-job training, meetings, conferences and workshops.
  • Designs, and develops internal training programmes, or modifies and improves existing internal programmes, in accordance with trends and other developments and communicates these changes to internal instructors.  Internal training programmes must meet international standards.
  • Responsible for co-ordinating the development of the Corporation's annual Training Budget and Training Plan.
  • Co-ordinates and conducts where necessary ongoing technical training for staff of the Corporation, including training and re-certification of employees in accordance with the OSH Act and other relevant laws.
  • Conducts Orientation Workshops and arranges for on-the-job training for new hires.
  • Develops and organizes training manuals, multimedia aids, and other educational materials for internal training programmes.
  • Develops testing and evaluations procedures for internal programmes in conjunction with the Training Coordinator/Officer and HR/IR Manager.
  • Evaluates internal instructors' performance and the effectiveness of training programmes, and provides recommendations for improvements.
  • Assists in the review of the training related policies and procedures to ensure compliance with relevant laws and existing Collective Agreements.
  • Responsible for the administration of the Corporation's Performance Management System.
  • Conducts follow-up reviews with Managers/Supervisors to determine the return of the Corporation's investments in training.
  • Keeps up-to-date with developments in training, and having an understanding of e-learning techniques and methods to assist in the delivery of internal training programmes.
  • Assists with the periodic evaluations of subordinate staff.

QUALIFICATIONS & EXPERIENCE:

  • University degree (Bsc) in Management or a Behavioural Science. Certification in the field of Training would be an asset.
  • Minimum of five (5) years' working experience in a training environment with at least three to four (3-4) years' experience as an Instructor.

KNOWLEDGE:

Knowledge of principles and methods for curriculum and training design, teaching and instructions for individuals and groups, and the measurement of training effects.  Human Resource Management principles and practices, group behaviours and dynamics, societal trends and influences.

SKILLS:

Strong interpersonal skills, good oral and written communication and presentation skills, time and resource management, strong leadership, team building, analytical and instructing skills.  Active listening and social perceptiveness, judgement and decision making skills.

ABILITY:

Ability to organize and manage multiple priorities in a challenging environment with strict deadlines.  Speech clarity and written expression, inductive and deductive reasoning and originality.  Maintain confidentiality of privileged information obtained in the course of work.

REQUIRED TESTING:

  • Psychometric Testing
  • Medical Assessment re fitness for duty (includes testing for drugs and alcohol)
